Plans are Done: Organizations Say It Is Time for Action to End Oil Dependence
“We are in a crisis. It is time to face it head-on with all the tools we have. Deployment plans by the National Academies of Science and by various private organizations show the way. The key remaining ingredient is a national will. The good news is that the U.S. can virtually eliminate use of petroleum in our passenger cars by 2050 with the right combination of policies, research and assistance to commercialize a portfolio of vehicle and fuel technologies. Efficiency, biofuels, natural gas, battery electric and fuel cell electric vehicles all will make a contribution,” they said.
Green Jobs Programs Funded in DOL FY 10 Budget
The President’s FY 10 budget request for the Department of Labor's (DOL) Employment and Training Administration (ETA) includes programs to help the country's youth move into the growing fields of renewable energy infrastructure, energy efficiency, and home retrofitting. Youth Activities (Title I of the Workforce Investment Act of 1998), which received $1.2 billion under ARRA, would receive level funding from FY 09 appropriations. A new Green Jobs Innovation Fund would support competitive grant opportunities to help workers receive job training in green industry sectors and occupations and access green career pathways. The Career Pathways Innovation Fund is slated for a $10 million increase over the amount awarded in FY 09 appropriations. Competitive grants provided by this Fund will continue support for community colleges provided by Community-Based Job Training Grants (CBJTG), but will focus on helping individuals of varying skill levels enter and pursue careers in high-demand and emerging industries such as clean energy.

One of the first and most important jobs for the new Congress in January will be to pass an economic stimulus bill to jump start the economy, create jobs, and revitalize American industry – a tall order, which could cost between $500 billion and $1 trillion. Therefore, it is critical for this legislation to fund projects that not only will create jobs and economic activity in the near term but also will strengthen our long-term economic security, and that includes addressing the urgent threat of climate change.
New Energy Programs in House Passed Farm Bill
On July 27, 2007, the House of Representatives passed, with a of vote 231-191,The Farm, Nutrition, and Bioenergy Act of 2007 (H.R. 2419). The bill includes new investments in conservation, nutrition, specialty crops (fruit and vegetable) and energy production.
USDA, DOE Announces $18 Million Solicitation for Biomass Research and Development
On June 11, 2007, the Departments of Energy and Agriculture announced that they will provide up to $18 million, for FY07, to support research and development of biobased products, biofuels, bioenergy and related processes.

DOE Announces up to $200 Million in Funding for Biorefineries
On May 1, 2007, Department of Energy (DOE) Secretary Samuel W. Bodman announced that the DOE will provide up to $200 million, from FY07 to FY11, to support the development of small-scale, (at ten percent of commercial scale), cellulosic biorefineries in the United States.
