Welcome to another edition of Climate Change Solutions! EESI is pleased to present our new report: A Resilient Future for Coastal Communities: Federal Policy Recommendations from Solutions in Practice. This report—designed as a practical resource for Congress, federal agencies, and the public—features 30 policy recommendations to support community resilience to sea level rise and other coastal hazards. These recommendations are distilled from EESI's 16-part Coastal Resilience Briefing Series, which included 42 expert speakers from every U.S. coast, including the Great Lakes. Suggestions include:
Each recommendation includes a summary and one or more examples of the policy in practice, and the report also includes every relevant federal agency program or funding source cited by panelists over the course of the briefing series. The rest of this edition is dedicated to issues in coastal resilience and adaptation. Check out our stories on financing soft shorelines on the Puget Sound and Special Ops Veterans using their diving skills to save coral reefs. On the Hill, we cover a hearing on hurdles coastal communities face when accessing federal grants, a forum on Arctic climate adaptation issues, and a new, 300-page bill addressing ocean and coastal concerns. From October 13 to 22, 16 bills on environmental and energy topics were referred to committees: eight in the Senate and eight in the House.
Highlights
The most significant piece of legislation to emerge from this period is the Ocean-Based Climate Solutions Act (H.R.8632), introduced in the House on October 20 by Rep. Raul Grijalva (D-Ariz.) and 13 original Democratic cosponsors. The bill would enact a comprehensive suite of programs to improve ocean health and conservation, build resilience along America’s coastlines, and reduce greenhouse gas emissions through ocean-based tools like offshore wind deployment and the restoration of blue carbon ecosystems.
