It has been a quiet few weeks in Congress. Hill Headline—Must-Pass Defense Bill: The Senate Armed Services Committee opened deliberations on the 2023 National Defense Authorization Act (NDAA) (S.4543/H.R.7900). The annual, must-pass bill provides funding for defense agencies. On October 11, Committee Chair Jack Reed (D-R.I.) proposed a package of 75 amendments to the bill, many of which aim to address environmental and energy issues like critical minerals, ecosystem restoration, and weatherization. Preparing for Extreme Weather: The bipartisan Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience Act (PREPARE Act) (H.R.9179) was introduced to strengthen the federal government's preparedness for extreme weather disasters, which are worsening due to climate change.
