The first sprouts of a new Farm Bill became visible last week. Last Wednesday, Senate Agriculture Committee Chair Debbie Stabenow (D-Mich.) released a section-by-section of the Rural Prosperity and Food Security Act, her version of the Farm Bill. Chair Stabenow also took to the Senate Floor to talk about her priorities. At the same time, House Agriculture Committee Chair Glenn Thompson (R-Pa.) gave stakeholders a sneak peek of his bill in a title-by-title overview ahead of a markup planned for May 23. Powering Affordable Clean Energy in Rural Areas: Showcasing Three Rural Cooperatives [12 min. read] The U.S. Department of Agriculture (USDA) recently announced $139 million in awards through the Powering Affordable Clean Energy (PACE) Program, a partially forgivable loan program for rural electric cooperatives, nonprofits, utility districts, local governments, and tribal nations to install solar and battery storage projects in rural communities. New Law Provides L-eagle Protections for Migratory Birds: On April 24, President Biden signed the Migratory Birds of the Americas Conservation Enhancements Act of 2023 (P.L. 118-51) into law. Led by Reps. María Elvira Salazar (R-Fla.), Rick Larsen (D-Wash.), Dave Joyce (R-Ohio), and Mary Peltola (D-Alaska), this law will reauthorize and bolster a congressionally-mandated grant program for habitat conservation, education, and research and monitoring. House Plugs Legislation on Well Remediation to the Senate: Last week, the House passed the Abandoned Well Remediation Research and Development Act (H.R.4877/S.429). Reps. Summer Lee (D-Pa.) and Stephanie Bice (R-Okla.) and Sens. Ben Ray Luján (D-N.M.) and Kevin Cramer (R-N.D.) introduced the bill, which would accelerate research to plug abandoned and hazardous oil and gas wells. Weather Act Reauthorization in the Senate’s Forecast: House Science, Space, and Technology Committee Chair Frank Lucas (R-Okla.) and Ranking Member Zoe Lofgren (D-Calif.) saw their Weather Act Reauthorization Act of 2023 (H.R.6093) pass the House. The bill reauthorizes weather modeling and forecasting research programs under the National Oceanic and Atmospheric Administration (NOAA). The reauthorization also creates new programs to improve forecasting, increase public-private partnerships, and bolster hazardous weather preparedness. Rep. Sorensen (D-Ill.) discussed the Weather Act in his introduction of EESI’s briefing, Innovations in Weather Forecasting for a Changing Climate. House Supplied with Supply Chain Bill to Vote On: The House Committee on Energy and Commerce advanced the Promoting Resilient Supply Chains Act of 2023 (H.R.6571) to the House floor for a vote. Reps. Larry Bucshon (R-Ind.) and Lisa Blunt Rochester (D-Del.) introduced the bill, which would strengthen domestic supply chains through improved, comprehensive mapping and monitoring—including for the critical minerals required for clean energy technologies discussed during EESI’s recent briefing on the 2024 Sustainable Energy in America Factbook. In the first installment in our briefing series about climate solutions from small- and medium-sized cities, speakers will discuss nature-based solutions in urban settings—from parks that help manage stormwater to urban trees that reduce summer temperatures across entire neighborhoods.
