On May 11, 2007, the Environmental and Energy Study Institute (EESI) and the 2020 Vision Education Fund, in association with the offices of Senator Richard Lugar (R-IN) and Senator Joe Biden (D-DE) held a briefing on the US transportation sector fitting into cap-and-trade systems. The US transportation sector is a major contributor of carbon dioxide(CO2) and is the primary "driver" of America's addiction to oil. Yet cap-and-trade systems to control CO2 emissions have traditionally covered only fixed smokestack sources and not mobile transportation sources. This briefing, moderated by Tom Z. Collina, Executive Director of 2020 Vision Education Fund, covered policy strategies and explored both "upstream" (refinery) and "downstream" (tailpipe) options.
