Highlights:

Sen. Joe Manchin (D-W.V.) introduced the Building American Energy Security Act of 2023 (S.1399), which would accelerate the energy development permitting process, such as by setting maximum permitting review timelines. The bill text originated from an amendment proposed by Manchin last year to the National Defense Authorization Act (NDAA). This bill is one of a growing number of proposals to address energy permitting reform. The Revitalizing the Economy by Simplifying Timelines and Assuring Regulatory Transparency (RESTART) Act (S.1449) and the Spur Permitting of Underdeveloped Resources (SPUR) Act (S.1456) were also introduced this week by Republican sponsors. The RESTART Act would work on expediting environmental review processes, while the Spur Act would aim to expand domestic energy and mineral development and streamline permitting.

In the House, the Coastal Communities Ocean Acidification Act of 2023 (H.R.676) passed out of the House Committee on Science, Space, and Technology. The bipartisan bill would require the National Oceanic and Atmospheric Administration (NOAA) to collaborate with state, local, and tribal entities to share information and promote mitigation of coastal and ocean acidification.

Sen. Cory Booker (D-N.J.) and Rep. Jimmy Gomez (D-Calif.) reintroduced the Transit to Trails Act (S.1440/H.R.3092). The bill would create a grant program to fund transportation projects that allow underserved communities to access green spaces and public lands.
