EESI provides free assistance to co-ops and public utilities looking to implement on-bill financing (OBF) and beneficial electrification projects through its Access Clean Energy Savings program. Since 2010, the program has provided free technical assistance to more than 35 utilities in more than 20 states and has helped more than a dozen utilities launch their on-bill programs.

EESI’s project team is available to:

  • Share firsthand experience and lessons learned from EESI-supported OBF programs 

  • Conduct a needs assessment to determine if OBF and/or beneficial electrification is a good fit for the utility and its member-customers

  • Provide peer-to-peer connections with EESI-supported utility programs

  • Share EESI project resources and tools, such as our How-To-Guide, OBF Primer, and case studies

  • Assist utilities to design a project that fits their needs

  • Help utilities navigate the RESP application process

  • Share RESP documents and templates from EESI-supported utilities that have approved RESP applications

  • Assist utilities to implement and launch their programs

  • Serve as an on-going resource to program managers after the program’s launch

  • Identify additional resources and coordinate with stakeholders to overcome barriers to help get projects off the ground
